About the theme Production & Distribution

This theme includes the whole hierarchic structure of the winning respectively breeding of energy carriers (fossil and biomass), production of energy from different energy carriers, the winning of sustainable energy (sun, wind, ground and water) and the distribution of the energy (carriers) to the (end) user.

The chances for the Dutch business in Ukraine in the field of Production & Distribution are identified. Several examples are mentioned below.

In comparison with other former soviet countries, Ukraine makes relatively a lot of use of wind energy. Nowadays, the capacity amounts 51 MW, which will grow under the influence of Ukrainian producers. The coasts of Crimea are used for a large extent of windmill parks which is good for 1,000 MW. The total potential for Ukraine is estimated on 5,000 MW.
Another huge potential is solar energy. The potential for heat production is estimated on 32 TW. Also photovoltaic solar energy has potential in Ukraine due to 1,900 – 2,400 hours of sun per year with a radiation of 1,070 – 1,400 kWh/m.
Currently, not much biomass is uses in Ukraine, while the potential is estimated to be 9% of the need for primary energy. As a result of the advantageous ground and climate, Ukraine is highly proficient for the commercial production of biomass. Dutch companies are already active in this area. The tax on the export of oil-bearing products has to be reduced due to the entry to the WTO. This will create new possibilities for investors in the production of crops and bio fuel.

The potential of biogas has the potential of comparable size. Analysts estimate that it should be possible to build 3,000 installations, mainly at agricultural companies. Besides it is possible to win biogas out of dumping-grounds. Ukraine counts 90 promising dumping-grounds.

Gas supply to private people and companies are being subsidized heavily by the Ukrainian government. In combination with a lacking and outdated infrastructure, this leads to a serious inefficient use of energy. Therefore, a lot will be invested in the modernization of the out-dated infrastructure.

Privatization of the energy sector is in full swing and the new owners have strong incentives to invest in energy sparing technologies which are insufficient available in Ukraine.

Ukraine is an important transit country for both oil and gas. According to a recent audit by the European Union, an investment of 2.5 billion USD is needed for the next years. Good chances are in stock, especially for the supplying industry. The position as transit country offers Ukraine a comparable strategic advantage as the Netherlands with her extensive pipe network and fields which are running out. A lot of relevant information is available in the Netherlands. Ukraine is seeking for possibilities to exploit the strategic advantage. Ukraine wants at last to participate in the European system of electricity transport (UCTE). This will be realized within three years.

NUSEP plans a sequence of activities in the field of Production & Distribution to develop the possibilities. This includes:

• Knowledge development and transfer by market research, maintain/building a network with governments, business, NGO organizations, knowledge institutes, sector organizations and sharing data through the NUSEP website.
• Project development to improve energy housekeeping by agenda settings, best practices, assistance and advises by experts, recruitment of financial resources and subsidies for projects.
• Collective promotion of the Dutch business by outgoing and incoming trade missions, continuous promotion in Ukraine (sector, technology) and visits.
